Penalty Charge Notices

How much is a penalty charge notice?

A Penalty Charge Notice (PCN) - commonly called a 'parking ticket or fine' - is issued when a driver parks a vehicle in contravention of the parking and traffic regulations.

The charges for PCNs   are not set by individual councils, but by a London-wide body called London Councils. PCN charges changed across London changed on 1 July 2007, with drivers penalised according to the seriousness of the contravention.

There are 4 different types of PCN issued by the London Borough of Redbridge and the PCN charge varies for each type:

  • This type of PCN is placed on your vehicle by a Civil Enforcement Officer (CEO)
  • PCN Charge is £100 for a serious contravention and £60 for a less serious contravention.  Charge is reduced to £50 and £30 if paid within 14 days of the PCN being issued.

How do I pay a penalty charge notice?

Do not ignore penalty charge notices. Always pay your PCN promptly, especially if you want to qualify for a 50% discount.

You may pay your fine by cash, cheque, (made payable to 'London Borough of Redbridge'), postal order or credit card (Visa, Mastercard, Maestro) using one of the following methods:

  • On-line using the 'pay it' facility
  • By telephone on the credit card line
  • By post, to payments and benefits
  • At the cashiers office
  • Opening hours for the cashier's office and the credit card line are Monday, Tuesday, Thursday and Friday 8.45am - 4.30pm and Wednesday 9.30am - 4.30pm. Please ensure that you quote the PCN number found at the top of the notice, on all correspondence.

Please note you cannot pay and then appeal your PCN.  If you pay the PCN, then you are accepting that you committed the contravention.  The case will then be closed and we will not accept any challenges made against the issuing of the PCN.
