Sustainable Communities Act
Introduction
The Sustainable Communities Act gives local groups, residents
and the Council the chance to put forward ideas to Government aimed
at improving the borough.
This means that the Council can suggest changes proposed by
residents with a view to improving the economic, social or
environmental sustainability of a local area.
Proposals need to require action from central government and
must relate to functions that the Council is not able to carry out
under its existing powers.
Proposals that are received need to be discussed by a panel of
local representatives before being considered by the Cabinet of the
Council. Proposals that are formally endorsed are then
submitted to the Local Government Association (LGA). The LGA
then shortlists all the proposals that they receive and recommend
to the Secretary of State those that they think should be taken
forward.
2009 Proposals
The deadline for submitting proposals to the LGA in the 2009
application round was Friday 31st July 2009. To allow time
for proposals to be considered by the panel of local
representatives and by Cabinet, proposals needed to be submitted to
the Council by Friday 3rd July.
The panel considered the proposals at a meeting on Tuesday
14th July. Cabinet then agreed which proposals should be
submitted to the LGA at their meeting on Tuesday 28th
July. In coming to their decision, Cabinet took account
of the recommendations of the panel.
The proposals submitted to the LGA on 31st July were:
- a proposal to amend legislation to allow certain traffic signs
to be made of reflective materials rather than being
illuminated;
- a proposal to amend planning legislation to have greater
control over the number of coffee shops and takeaway food shops in
a local area;
- a proposal to amend legislation that requires publication of
statutory notices in the London Gazette and, instead, to publish
notices on Redbridge-i, in Redbridge Life and in local
newspapers.
